What it is: State card (People of Determination)

Cost: Free (only courier delivery is paid)

How it works: Issued by MOCE on a medical report (up to 5 working days); gives a parking permit, exemption from Emirates ID and car registration fees, free entry to some venues; unlocks the Fazaa Hemam e-card with discounts. From 2026 Abu Dhabi is introducing a single card.

Who can get it: ONLY UAE citizens and residents with a confirmed disability (per the national classification). Not issued to tourists.
